Dispute settlement was the novelty: binding rulings with a right to countermeasures. China's entry in 2001 is probably the single decision that has shifted the most economic weight in recent times. The organisation also became a focal point for opposition to globalisation, and the Seattle protests of 1999 put that argument before a wide public.

The WTO was created to set common rules for world trade and to settle disputes between countries. For the first time a small country could win a trade case against a large one.
