The UN Charter outlawed wars of aggression and created a Security Council with vetoes for the five victorious powers — at once the organisation's greatest strength and its most criticised design flaw. The Universal Declaration of Human Rights of 1948, driven by Eleanor Roosevelt among others, provided for the first time a universal normative baseline across cultures. Although the UN has not prevented war, its system of treaties, health bodies, refugee work and peacekeeping has changed how states deal with one another.

After two world wars in thirty years, almost every country in the world agreed to meet and talk instead of going to war. They also wrote down rights that apply to every human being, wherever they live.
